With just a few adjustments, this could work. Unfortunately, it’s a whut.
As in … whut?

We don’t get it. This is not the time for a pale lip. Her whole face looks weirdly unbalanced. Face without a mouth. And while we like the idea of what she’s wearing, the fact is, it’s too tight on her, which is really saying something. Are these toddler clothes or something? Do they make slit-to-the-thigh leather skirts for the under-5 crowd? We wouldn’t be surprised. But as much as we like the two pieces she’s wearing, we don’t think they go together. The skirt requires a less structured top and the top requires a less severe bottom.
Also: those shoes are a big ol’ nothing. What this outfit needs (aside from a total rethink) is a little more of the dark, gothy sparkle found in that scorpion ring. That really works for her.
