          Exemptions from IN vs. OUT are rare and hard-earned:  see Iman and Cher.  Maybe Gaga in a few years.  But this chickie and Nicki?  Teenage dream fake rebellious girls do not qualify for an exemption.

             haha, well clearly Cher and Iman are exempt because they are legends. But generally speaking, I feel like an In vs. Out is judged on whether or not the celeb looks appropriate for the venue, put together, etc. And Nicki and Katy seem to throw that out the window and wear something outrageous so people have something to talk about. Unlike someone like Jessica Chastain or Emmy Rossum who wants to look really good/attractive so that directors take notice and they build a put-together reputation.

      I actually think that dress is pretty tremendously improved by the two-tone contrast alteration. I don’t know if she had anything to do with that, though, and the hair is appalling, so I have to go with OUT.

         I liked the two-tone until I got to the bottom. The color contrast really makes the ruffle things look like the mud flaps from a Smurf-mobile. Combined with the rest of this match-matchy blue mess it’s definitely an OUT.

      In, but ONLY because it’s Katy Perry. It’s part of her schtick.  On pretty much anyone else, the ridiculous matchy-matchy of her outfit and accessories (and HAIR) would be ridiculous, but she actually manages to make it look cute.  The varying shades of blue helps, I think. More of a monochrome effect instead.

      I think it’s pretty great.  Minor quibble – Katy!  If you want blue hair just wear a wig.  Your poor little scalp will be happier and your pillowcases won’t get wrecked.  Plus, you can get a bunch of wigs in fun colors and switch them around!  Have long hair one day and short the next!  Wigs are fab.  Trust me on this one.

      She should have some blue lipstick on to complete the effect of total color dedication.

      The dress is cute and it suits her, but her make-up is awful and so are the shoes. She succeeds admirably at dressing like a cartoon which will never rise to the level of an IN, so this is OUT for me. “Costume” never says “In” to me and Perry *never* manages to walk the line between “costume” and “fashion” without toppling tits-first into costume. Basically, the dress either flatters her or it doesn’t, but she’s never an In because there’s no style–it’s just stylized.

      OUT. At first glance I thought ‘girl that’s not your dress’. On closer examination the dress is fine although I think the model wears it better. The problem is that there is way too much blue on her. The hair is just atrocious and worthy of an ‘out’ virtually no matter what she wore. The only thing I can say for the shoes is at least they are not putty–otherwise they are nothing special.

      As someone who never was able to stand in high heels for long, I am constantly amazed at celebrities/stars ability to balance in what look like pair after pair of the cruelest shoes ever made (save for ballet slippers).  How they can stand and move while practically en pointe is amazing to me.  Just looking at them makes my feet ache.  They’re devices of torture sporting designer labels; they go way beyond f*ck me shoes into architecture.

       I think she looks really sweet here and better than she has in awhile.  The dress fits well and is cute.  It’s all a little too matchy-matchy, and while I like the blue hair, girl needs a touch up.  The shoes are the wrong shoes for this dress, too heavy, too distracting.  I think I have to go with in, though, for some progress.
